Jurisprudential analysis of torture in Spain and in the European Human Rights system

Article 3 of the European Convention for the Protection of Human Rights and Fundamental Freedoms (E.C.H.R.) proclaims that no one may be subjected to torture, punishment or degrading treatment. The legislative correlate in Spain is embodied in Article 15 of the Spanish Constitution, and there must be an overlapping interpretation of both precepts on the ideal plane. While it is true that there are not many cases in which the European Court of Human Rights (E.C.t.H.R. (The Strasbourg Court)) has sanctioned Spain for its failure to investigate complaints of torture, it must be emphasized that the tendency to violate Article 3 of the Convention appears to be on the rise, being necessary to know possible factors that may be affecting it. This proposal addresses the analysis of sentences that directly or indirectly reveal the violation of Article 3 of the European Convention. To carry out the analysis, sentences of the Strasbourg Court have been consulted from 2012 to 2016, being able to address any previous sentences to this period if it provided justified information necessary for the study. After the review it becomes clear that there are two key groups of subjects that request a response to the Strasbourg Court on the understanding that they have been tortured or degradingly treated. These are: immigrants and terrorists. It can not be alien to this study that both the phenomenon of immigration and terrorism respond to patterns that have mutated in recent years, and that national regulations begin to be dysfunctional.Universidad de Málaga. Análisis de conductas antisociales en el fútbol base y dinámicas de prevención desde la Criminología

Resulta de gran interés reflexionar desde la Criminología sobre la violencia en el deporte y profundizar en las peculiaridades que ésta tiene, tanto a nivel general como específico. El estudio que se presenta tiene dos partes diferenciadas, si bien una es continuación de la otra. En la primera parte del trabajo se ha obtenido información de niños/as que juegan al fútbol en tres clubs de Málaga, de sus familiares y de sus entrenadores, de cara a conocer el contexto y a elaborar posibles herramientas de prevención y mejora. Los resultados obtenidos han permitido establecer actuaciones dirigidas a prevenir conductas antisociales en el fútbol infantil evaluables a medio/largo plazo materializadas en una dinámica prosocial. En la segunda parte del estudio se intenta conocer si funciona o disfunciona la herramienta propuesta y diseñada y en qué medida incide en los colectivos analizados. En el Instituto de Criminología de Málaga se ha generado una Dinámica Prosocial Tangible y Plural (DPTP) denominada “El espejo de color”. Tiene carácter pionero y pretende activar conductas prosociales a través de un instrumento que los niños/as futbolistas pueden tocar y cuyo mensaje se dirige a la comunidad a través del juego. Cuando alguna pieza no está, el reflejo de la realidad disfunciona. Todos los trozos de espejo son igual de importantes porque es imposible que la ausencia de alguna pieza pase desapercibida. Se visualiza, por un lado, la relevancia de cada miembro del grupo y, por otro, que cada miembro se fortalece al unirse con los otros. En febrero de 2019 dos prototipos de dicha herramienta se han implementado en dos equipos de fútbol de Benjamines (de 7 a 9 años), pertenecientes a los clubs malagueños Puerta Blanca y Mortadelo para proceder a su validación. 3D Well-composed Polyhedral Complexes

A binary three-dimensional (3D) image $I$ is well-composed if the boundary surface of its continuous analog is a 2D manifold. Since 3D images are not often well-composed, there are several voxel-based methods ("repairing" algorithms) for turning them into well-composed ones but these methods either do not guarantee the topological equivalence between the original image and its corresponding well-composed one or involve sub-sampling the whole image. In this paper, we present a method to locally "repair" the cubical complex $Q(I)$ (embedded in $\mathbb{R}^3$) associated to $I$ to obtain a polyhedral complex $P(I)$ homotopy equivalent to $Q(I)$ such that the boundary of every connected component of $P(I)$ is a 2D manifold. The reparation is performed via a new codification system for $P(I)$ under the form of a 3D grayscale image that allows an efficient access to cells and their faces

Prevención de comportamientos violentos en el fútbol

En esta investigación, centrada en los comportamientos violentos en el fútbol infantil, se parte de la premisa de que es viable reducir el nivel de comportamientos violentos en esta categoría. El objetivo central de este estudio piloto exploratorio cuantitativo es probar tres instrumentos de medida, que incorporan respectivamente un cuestionario para jugadores de fútbol en escuelas deportivas y clubs de fútbol; una entrevista para entrenadores; y otra para familias. A esta pretensión se han sumado otros intereses perseguidos como objetivos específicos: Averiguar qué se entiende por violencia en el fútbol; obtener información sobre conductas violentas y sus consecuencias; conocer en qué medida la competitividad/presión puede desembocar en comportamientos violentos en los jugadores; valorar el papel del entrenador; valorar el papel de la familia; y elaborar algunos indicadores de prevención (ayuda a comportamientos prosociales). La muestra está compuesta por nueve equipos con integrantes de 8 a 12 años de escuelas deportivas y un club de fútbol de Málaga capital: Puerta Blanca, Mortadelo y El Romeral. Serían parte de la muestra también los entrenadores de los equipos seleccionados, así como los miembros de la familia que acudieron a llevar o recoger a los menores. Como instrumentos de medida, se utilizaron: 1.- Cuestionario de violencia deportiva adaptado a menores; 2.- Cuestionario a padres/ tutores u otro familiares de los menores; 3.-Entrevista a entrenadores. El trabajo de campo se llevó a cabo de octubre a noviembre de 2017. Los resultados obtenidos permiten establecer actuaciones dirigidas a prevenir conductas antisociales en el fútbol infantil evaluables a medio/largo plazo. Nuestra propuesta es una dinámica plural generada ad hoc y denominada espejo de color. Concluimos este estudio con la posibilidad de realizar una segunda parte en la que poder medir el impacto y evaluar dichas actuaciones.Universidad de Málaga. Four temptations against urban renewel: an approach to fur current urban processes

Tarragona 19 al 22 junio 2013The new paradigm of urban social and economic rehabilitation is replacing the current sprawl growth model. But four temptations must be considered: 1) The high-density. This process is possible in sprawl model, but its quantification does not seem to be clear, because after a certain threshold of occupancy per unit area, the city seems to collapse and social and environmental benefits disappear, appearing reversal processes city to country in search of a minimum quality of life standards. There is not a model for appropriate density. It depends on the way of life of population, the traditional city model. 2) The replacement. Architectonic and urban rehabilitation must be preferred to replacement, except for certain cases to be legally taxed. But as the city cannot be densified and orderly, without the prior replacement of the building, may fit this temptation. Even replacing the building can be made without considering high building standards 3) The gentrification. There is a wide doctrine and experience about this phenomenon with serious social consequences. It is very tempting to replace the building, due to improve requirement of broad levels of quality, entering a game of speculation, so common in our real estate market. 4) The eco-city. Comprehensive projects are building spaces with low levels of energy consumption. Universal Service in a Broader Perspective: The European Digital Divide

Ensuring universal service is a top objective in many countries in order that all the citizens can have access basic communications services. Although the ICT equipment in households and its usage by individuals are essential prerequisites for benefiting from ICTs, the situation in the European Union is far from uniform. This article provides a description of the European information society development scenario using the values reached by the member states in a set of indicators selected for measuring said progress in households. Two tools are used for providing a broader perspective of the digital divide: a composite index and the cluster analysis.
